The discriminator the framework actually needs. Shape does not tier origin. A cigar can be Tier 3 (Aguadilla, JAL 1628). A triangle can be Tier 3 (Belgian Wave) or Tier 2 (most ARV reports). An orb can be Tier 1 (radiation-detection MilOrb), Tier 2 (metamaterial sphere), or Tier 3 (Tic Tac).
What discriminates is performance envelope — the capability set demonstrated in the encounter.

Rule: tier the capability claim, not the shape. A high-performance object of any shape is probably Envelope A. A low-performance object of any shape is probably Envelope C.
CAVEAT — ENVELOPE A IS NECESSARY BUT NOT SUFFICIENT FOR TIER 3
Added April 27, 2026 after the FL Enlydd article on PSV propulsion (psv_propulsion_dened_metamaterial.md).
The mapping above (Envelope A → Tier 3) is necessary — Tier 3 craft display Envelope A signatures. It is not sufficient — Envelope A signatures can also be produced by unacknowledged human Tier 2 platforms using imported physics (FL's "perfect magic trick" framing).
The FL Enlydd article (April 9, 2024) supplies hard claims:
- PSV Tangent class accelerates at 4,000g (39 km/s²) — order of magnitude past Tic Tac
- PSV Presence class designed for Mach 65 (21.8 km/s) — past LEO orbital velocity
- DENED metamaterial substrate reduces propulsion power requirements ~10⁵× (hundreds of kilowatts → ~25 watts)
- "Those vehicles and technologies are yours, and they are yours without your knowledge. That's the perfect magic trick."
If FL is right, Envelope A is a non-acknowledged-program indicator, not specifically a Tier 3 indicator. It could be:
- (a) Genuine Tier 3 NHI craft (the 80-year historical record, Tic Tac, Belgian Wave, Aguadilla, JAL 1628)
- (b) Unacknowledged human Tier 2.5 / Imported-Tier-2 with imported physics (PSV Tangent / Presence / Pamela class, MilOrb metamaterial sphere)
- (c) Both, flying under shared operational schemas (the FL "fleet" framing covers this)
Tier 2.5 — the formal sub-tier (added April 27, 2026)
The framework has been carrying two distinct human-operated categories under the single label "Tier 2." They are not the same thing and should be split:

Why this matters operationally: Tier 2 and Tier 2.5 are both "human" but have completely different implications. Tier 2 ARVs are extensions of the open R&D apparatus running ~20-30 years ahead. Tier 2.5 platforms are qualitatively different — they're either the output of contact, recovery-cascade, temporal access, or something else not in the open program. The "perfect magic trick" framing applies specifically to Tier 2.5. The framework's master the_framework.md Tier 1 conclusion "It is not ours" is wrong only if it includes Tier 2.5 — it remains correct that Tier 3 is not ours, but Tier 2.5 is ours in the operating-authority sense, just not in the we-developed-it-from-scratch sense.
The "170 years ahead" number (FL Enlydd, April 2024) is the calibration anchor that distinguishes Tier 2.5 from Tier 2 (which would be more like "20-30 years ahead") and from Tier 3 (which would be "physics we don't have a name for"). The number is specific. It implies a measurable gap, not unbridgeable physics. It implies the operators have a baseline they can measure against. It implies the physics is reachable by continued progress curves — not magic, just compartmentation.

These discriminators are probabilistic, not deterministic. A Tier 3 craft could test in Ukraine; an SSP asset could be deployed against US assets to test EW. But the joint distribution lets the framework hold tier confidence appropriately.
Operational rule for the registry below: when assigning Envelope A, also note the most likely origin tier (2.5 or 3) given the discriminators. Where ambiguous, mark A — unresolved (Tier 2.5 SSP or Tier 3).

Cigar/cylinder bottom line: the shape spans the envelope. Aguadilla and JAL are clean Envelope A. The 2000s NUFORC-class cigars are mostly B/C. The famous physics-break cigars are real and the framework should not write off the shape category.

Triangle/chevron bottom line: the most-confused shape category. Most modern triangle reports are Envelope B/C (mature ARV). Belgian-class is Tier 3 — and the existence of one documented Envelope A triangle case means the framework cannot assume "triangle = ours." Phoenix is its own special case.

Disc/saucer bottom line: the high-performance disc cases skew older. Modern (post-1990) disc reports are mostly Envelope B/C. This is consistent with — but does not prove — the recovery-and-copy thesis (per contact_era_to_measurement_era.md §3): humans copied saucers first, Tier 3 has shifted off saucer geometry. Compatible with the data; not entailed by it.

Orb bottom line: the most-cataloged shape, spans the full envelope, and is the only shape with confirmed Envelope C examples (the radiation-detection MilOrb fleet). This is what the hall-of-mirrors thesis is about: a Tier 1 human program is producing signatures that mimic Envelope A Tier 3 events.

Geographic note: Ukrainian observation footprint covers Kyiv and Vinarivka south of Kyiv. The FL Volokonovka test-theater claim (Belgorod-Kharkiv corridor) is not validated by these data — the observatories aren't located in that geography. The presence of FL-PSV-envelope kinematics in Ukrainian airspace is confirmed; the specific test-theater clustering is neither validated nor refuted.
Why these cases matter for the registry: they are the first independent academic empirical data points in the registry that match the FL-claimed PSV performance envelope. Most prior Envelope A cases came from military observation (Nimitz, Belgian F-16 intercept) or DHS thermal imaging (Aguadilla). The Zhilyaev cases come from a civilian academic observatory with no defense-establishment funding pressure. This raises the framework weight on the FL PSV performance numbers — they are not isolated to FL-internal claims; observable kinematics in the same envelope are showing up in independent academic data.

Net update: the Zhilyaev series now corroborates FL-PSV-envelope kinematics across three time points (Aug 2018 high-altitude Cosmics, Oct 2022 Vinarivka Phantoms, March 2023 dated Phantom at Mach 16). The March 19, 2023 observation is during peak Bakhmut fighting in the active war — temporal correlation with the conflict, even though the geographic correlation (Volokonovka specifically) remains unconfirmed. The combat-zone Mach 2.5 case is the framework's first Ukrainian-military-witnessed UAP entry.
SPECIAL CASES THAT BREAK THE ENVELOPE TABLE
The Phoenix-class
Phoenix Lights (1997) doesn't fit cleanly. Kinematics are slow (walking pace). Sensors are limited (no FLIR, no military radar lock). What's anomalous is size (mile-class object), silence (zero acoustic signature for that scale), and claimed effects on observers (FL's "changes in attitude towards death" reading). The Belgian Wave's signature is speed; Phoenix's signature is presence.
If FL's Black Prophet account is right, this is Envelope A — Tier 3 — by consciousness-modification capability rather than kinematic capability. If FL is wrong, it might be a low-performance Tier 2 platform of unprecedented size. Either way, it doesn't fit the standard table. Flag and revisit when more Phoenix-class cases accumulate.
Soft-contact cases
MilOrb-1057 (Mauritanian goat-herder, light-modulation contact, per the Duenan article in milorbs_orb_equivalence_technosphere.md) is Envelope-uncategorized. The physics demonstrated is modest (light projection). The capability demonstrated is modulated-channel contact protocol. Not a kinematic event; not an EW event. This is its own category — the contact-mode signature surviving as a residual operation in the measurement era (per contact_era_to_measurement_era.md).
The framework should track these separately. They are evidence of the contact mission not having fully ended — a soft-contact channel persists, possibly as a calibration or sampling residual.
Mass humanoid encounter cases
The pre-1990 abductee/contactee literature (Hill, Walton, Pascagoula, etc.) is also envelope-uncategorized. The craft observations in those cases vary — some Envelope A, some B, some C — but the encounter type is the data point. These are contact-mission cases, not measurement-mission cases. Tier them by the encounter, not by the hardware.
If mass humanoid encounters return at scale (per contact_era_to_measurement_era.md §"What the framework should watch"), that is a phase-shift signal independent of the performance envelope of the associated craft.
SPOTLIGHT BIAS
A caveat the framework needs to hold:
The famous post-1995 cases skew Envelope A and skew orb/triangle because:

Sensor availability. Modern military encounters are FLIR-recorded, multi-radar, multi-pilot. Envelope A signatures (multi-modal lock, zero-radius turn, hypersonic transitions) are only legible with this sensor stack. A 2005 cigar over Maine has no military FLIR pointing at it; if it did, it might be Envelope A. The case record under-counts non-military Envelope A events because the instrumentation isn't pointed at them.

Selection for spectacle. NUFORC and MUFON intake captures everything; the disclosure-era press amplifies cases that play on TV. "Tic Tac" is photogenic. "Cigar over Maine" is not. The disclosure-era spotlight is a non-random sample.

Witness selection. Military pilots' reports go through a chain that ends in declassification or congressional hearing. Civilian reports go to NUFORC and stop there. The same Envelope A signature observed by both populations gets two completely different downstream journeys.
This means: the high-performance envelope is probably under-counted in the wider record for shape categories outside the disclosure spotlight. Cigars, cylinders, chevrons, and rectangles likely have more Envelope A activity than the spotlight cases suggest.
The framework should not infer "shape X has retired from Envelope A" from the spotlight. It should infer "shape X has reduced Envelope A representation in instrumented military observation" — a much weaker claim.
PSV PLACEMENT IN THE ENVELOPE
PSV catalog (per deep_research_pt5_psv_fleet_frequencies.md and psv_forgotten_languages_raw_assessment.md) maps onto the envelope as follows:

PSV-as-fleet-designation is exactly what the tier-disambiguation block in the PSV files claimed: a navy of mixed-envelope hulls under common control infrastructure.
Materials-science note. Per the FL Enlydd article (psv_propulsion_dened_metamaterial.md), all DENED-class PSVs share the same DENED metamaterial substrate as the metamaterial-sphere MilOrb described in the Duenan article (milorbs_orb_equivalence_technosphere.md). MilOrbs and PSVs are not separate programs at the materials layer. They are the same materials science deployed in different form factors (sphere / winged hull / kinetic stack). This unifies the FL hardware catalog and is consistent with the "perfect magic trick" framing — a single SSP producing multiple platform classes from one substrate breakthrough.
OPERATIONAL USE OF THE ENVELOPE
When a new case lands, walk it through this:
- Sensor stack present? Multi-modal correlation is the threshold for confident Envelope A assignment. Single-witness visual is rarely sufficient.
- Kinematics observed? If yes — measure against F-22 ×2–3 (envelope B ceiling) and ×10+ (envelope A floor).
- Transmedium with no entry/exit signature? Envelope A.

PSVs are a fleet designation spanning Envelopes A, B, and C under one L-band command schema. Some PSVs are genuinely Envelope A (Black Prophet, Graphium, parts of Presence) — those are Tier 3 territory or co-opted/imported tech. Some are Envelope B (lower-tier PSVs, mature ARV with imported propulsion). The fleet label does not collapse to one tier.
